| Here we hope to establish an area that will bring a different kind of interaction to Outer Empires. The Merivian Cluster will be settled by players and factions that wish to join a cooperative community that will promote specialization of factions, cross colonization in systems, cooperative mining, manufacturing and trade and joint defense. All this will be overseen by a regional Commonwealth, comprised of all factions in the Merivian Cluster, that will ensure a balance is maintained.
New factions and independent players are welcome in the Merivian Cluster if they follow the guidelines.
Current Factions of the Merivian Commonwealth:
Merivia Appian Pilots League (MAPLE)
Outlaw (OL)
National Union of Mines (NUM)
I Gangster (IG)
There are a few basic guidelines you should follow if you wish to settle in the Merivian Cluster to ensure like minded players and factions can harbour an enjoyable climate and game experience:
Merivia is located in the Fourth Quadrant. Its planned territory is all of 4-4 as well as 4:3:2, 4:3:4, 4:2:3, 4:2:4 and 4:1:4:4. All players wishing to be part of Merivia are asked to only settle within these areas. Systems out these borders with valuable resources may be colonized for mining and refining only. If later this area becomes entirely filled (this would take a while) and there is enough Merivian players to justify further expansion without displacing others, it will be discussed.
Any players or factions that wish to settle using the Derezera station but do not wish to take part in the Merivian Commonwealth are welcome but asked to colonize outside of these areas. We will respect the boundaries of others that wish to colonize here if they respect the Merivian borders.
Merivian systems are not to be solely claimed by factions, any Merivian colonize on any planet within Merivia. Factions and players settling here may battle and compete but are to not destroy one anothers colonies within the borders of the Merivian Commonwealth. This will only weaken the local economy and hurt the cooperative progress of those in Merivia. Ship to ship fighting is allowed but of course retaliations will be mutual against ships.
All inhabitants of Merivia are to aid one another in the defence of Merivian territory against external threats regardless of their internal conflicts.
This collective community will promote the growth of diversity. We want all types of specialized factions to flourish here: traders, manufacturing, news & intelligence, military(of all kinds), research, business, support(Appian Frontiers welcomes others to work with them), mining, exploration, etc. The more specialized the better, a large diverse community is more exciting than one large faction trying to cover all areas.
To make this more successful every faction settling here will be given a voice and voting power in the regional Commonwealth. The Merivian Commonwealth will help organize the factions in this community and keep a balance. This will not be a steadfast alliance but this Commonwealth will represent the collective agendas of the Merivian Cluster. The Commonwealth will deal with such issues as defence, colonization planning, station planting, trade and manufacturing, etc. It will also be used to settle disputes if competing factions get carried away.
Keep it small. To keep a balance, factions and players must understand flagging and marking territory is not welcome. Only make a colony if you are putting something useful on it such as mining, research or manufacturing. Space is not to be wasted, only colonize what you can use. We will be tightly packed into this area to ensure cohesion and an easy defense. Specializing and a pooling of resources and cooperation will make many medium sized factions quite successful even at their size.
Control of a system that has a station placed is to be retained by the player or faction that placed the station. Systems that will have stations planted must be authourized by the Merivian Commonwealth to ensure that the widest coverage is made across Merivia.
Derezera is the entrance point to Merivia.
The Capital of the Merivian Cluster is Merivia, South East of Derezera.
Players are encouraged to colonize within Merivia system. Other than Appia placing enough colonies to "own" Merivia system (since we're planting a SS there), all other factions colonizing there are to place only 1-2 colonies to save room for other factions. The Capital system should be for all.
We would like to thank Iron Union for making colonization outside of the crowded government areas possible.
All Players an Factions passing through these stations should be in good standing with Iron Union.

| Outlaw and Appian Frontiers have spearheaded project to set up a well organized colonization project and regional Commonwealth in the South Eastern edge of the Fourth Quadrant. They are being joined by other factions for the initial ground breaking but are inviting all like minded players and factions to join them in the Merivian Cluster.
Current participant factions are:
Appian Frontiers Outlaw National Union of Mines Guild of the Fallen Honour Guard

The Merivian Cluster will be settled by players and factions that wish to join a cooperative community that will promote specialization of factions, cross colonization in systems and planets, cooperative mining, manufacturing and trade and joint defense (while still allowing for internal conflicts and battles). All this will be overseen by a regional Commonwealth, comprised of all factions in the Merivian Cluster, that will ensure a balance is maintained.

Those who wish to settle in Merivia are to follow these directions through the route that Iron Union and Dark Matter have provided to allow players and factions to colonize outside the government areas:
*You will need an Explorator to reach Merivia*

| To date we have launched many Projects and Services. There have been varying degrees of success. Fortunately we have used all these as learning tools, since we are in uncharted territory and are pioneering our own way.
We took lessons from successful and unsuccessful Projects and continually evolved. Our most ambitious and high profile being the Merivian Project. Months in planning, originally conceived by Soul Seizer, Appian Frontiers and Outlaw organized and planned it. The Merivian Project gained the benefit of Outlaws military expertise as well as the full range of Appian Projects & Services so far.
Although it has a lot of firsts to claim:
It is the Nyridion galaxys first Commonwealth
The first major settlement outside of Quadrant Two
The first to institute cross colonization among many factions
The galaxies first multi-faction mining, research and manufacturing sector
This is the first time multiple non military factions are at the forefront of progress

And thats the territory we claim for all future Commonwealth players and factions, we obivously won't flag the whole area but leave it open for newcomers.
